Buying in a 55+ Community in Surprise, AZ: Rules, Fees and What to Check
How age rules, HOA dues and one-time buyer fees work in Surprise 55+ communities, and what to check before you write an offer.
Surprise has more age-restricted (55+) communities than almost any other West Valley city. The best known is The Grand (formerly Sun City Grand), and others include Arizona Traditions, Sun Village, Sterling Grove, Happy Trails Resort and Heritage at Asante. Sun City West and Corte Bella sit just east of Surprise in unincorporated Maricopa County.
This guide doesn't rank communities. It explains how 55+ communities work in Arizona, which fees to expect, and what to check before you write an offer, so you can compare any of them on equal terms.
How 55+ communities work under fair housing law
The federal Fair Housing Act generally bans discrimination based on familial status, but it has an exemption for "housing for older persons." Under the Housing for Older Persons Act (HOPA), a community qualifies for the 55+ exemption when:
- at least 80% of its occupied homes have at least one resident who is 55 or older,
- it publishes and follows policies showing it intends to be 55+ housing, and
- it verifies residents' ages under HUD's rules.
What that means for a buyer: the age rules come from the community's own CC&Rs and rules, not from a seller or an agent. Each association sets details such as whether a younger spouse or partner can live there, whether anyone under a set age can live in the home full time, and how long guests may stay. Ask for those rules in writing and read them before your inspection period ends.
Fees you'll see in a Surprise 55+ community
Most 55+ communities charge two kinds of fees.
Recurring dues. These pay for recreation centers, pools, staff and common areas. Some communities bill yearly, some quarterly and some monthly, and condos or "maintained" homes often pay more because the association handles more of the exterior or yard.
One-time buyer fees at closing. These go by different names (CARE fee, capital improvement fee, preservation fee, asset preservation fee) and are usually paid by the buyer. They're one of the biggest differences between communities, so add them to your closing-cost estimate early.
Here's what The Grand publishes on its own website for the current year:
| The Grand (Sun City Grand) fee | Amount |
|---|---|
| Annual assessment, July 1, 2026 to June 30, 2027 | $1,976 per home |
| CARE (Community and Resident Enhancement) fee, one time | $5,000 |
| Resale disclosure statement fee | $130 |
| Resale transfer fee | $100 |
| Architectural Review Committee fee (excludes La Solana condos) | $170 |
| Maintained property fees, if the home has them | Courtyard $777, Garden Villa $721 |
The Grand says the annual assessment includes up to two activity cards per household, extra cards cost half the annual assessment, and the Board reviews the assessment each fall, with changes taking effect in July.
Other communities set their fees differently. Some charge a one-time fee as a percentage of the sale price, and some require a separate social or golf membership. Those amounts change often, so get the exact figures for the specific home from the association or the resale disclosure packet rather than from an online list.
Your checklist before you write an offer
- Age and occupancy rules. Who must be 55 or older, who else may live in the home, and what the guest limits are.
- Rental rules. Many 55+ communities limit leasing or require tenants to buy their own activity cards. This matters if you plan to rent the home seasonally later.
- Every fee, recurring and one time. Ask the association or your agent for the current amounts, which sub-association (if any) the home belongs to, and who pays each fee at closing.
- What the dues cover. On a single-family home the owner usually handles the roof, exterior, water and trash. On a condo or maintained home the association may cover some of these.
- Golf and clubs. Find out whether golf is included, pay-per-play or a separate membership.
- The resale disclosure packet. Arizona law (A.R.S. 33-1806) requires the association of a planned community to give a disclosure statement when a home is resold. Read the budget, reserves, any pending special assessments and any open violations on the home.
- Property taxes. Surprise property taxes depend on the home's Limited Property Value and the taxing districts it sits in. Owners 65 and older may qualify for Maricopa County's Senior Valuation Protection. Our Surprise property tax guide explains both.
